Practice Requirements

SICPA regulates the practice of accountancy in Somalia to ensure high standards of professionalism, quality, and public trust. Members intending to offer professional services to the public must comply with the following requirements

Local expertise defining the future of Somali finance.
  1. Practicing Certificate
    Members who wish to engage in public practice (including audit, accounting, tax, and advisory services) must obtain a valid Practicing Certificate issued by SICPA.
  2. Eligibility Criteria
    To qualify for a Practicing Certificate, an applicant must:
  • Be a Full Member of SICPA in good standing;
  • Be a resident of the country
  • Demonstrate relevant post-qualification practical experience;
  • Comply with all membership obligations, including payment of fees and CPD requirements.
  1. Firm Registration
    All firms providing accountancy services must be registered and licensed by SICPA. Firms are required to:
  • Meet ownership and control requirements as prescribed by the Institute;
  • Ensure that professional services are supervised by qualified and licensed members;
  • Have a physical office in the country
  • Comply with applicable laws, regulations, and professional standards.
  1. Compliance with Standards
    Practicing members and firms must adhere to:
  • International Standards on Auditing (ISA);
  • Applicable financial reporting frameworks such as IFRS
  • SICPA Code of Ethics and professional conduct requirements.
  1. Quality Assurance and Monitoring
    Practicing members and firms are subject to SICPA’s Quality Assurance Reviews to ensure compliance with professional standards and regulatory requirements.
  2. Continuing Professional Development (CPD)
    Practicing members must maintain and demonstrate ongoing professional competence through compliance with SICPA’s CPD requirements.
  3. Professional Indemnity and Risk Management
    Members are encouraged (and may be required) to maintain appropriate professional indemnity insurance and implement sound risk management practices.
  4. Disciplinary and Regulatory Compliance
    Failure to comply with SICPA’s regulations, standards, and ethical requirements may result in disciplinary action, including suspension or withdrawal of the Practicing Certificate.
