To effectively deliver on its mandate and ensure strong governance, the Somali Institute of Certified Public Accountants (SICPA) has established specialized committees that support the Governing Council in key functional areas

Elections & Nominations Committee

This committee oversees the integrity and transparency of the Institute’s governance processes. It is responsible for managing nominations, vetting candidates, and conducting elections for the Governing Council and other leadership positions, ensuring compliance with the Act, bylaws, and principles of fairness and accountability.

Technical Committee

The Technical Committee provides professional leadership on accounting, auditing, and related technical matters. It reviews emerging standards, issues technical guidance to members, and advises the Council on matters affecting professional practice and regulatory developments.

Members Services Committee

This committee focuses on member engagement, growth, and retention. It oversees membership admissions, advises on fee structures, develops member benefits, and ensures effective delivery of services, including continuing professional development (CPD) and member support programs.

Education & Examination Committee

The Education & Examination Committee is responsible for developing and overseeing professional education pathways, including certification programs such as CPA and ATQA. It designs curricula, establishes examination systems, accredits training providers, and ensures alignment with international education standards.

Quality Control & Compliance Committee

This committee ensures that members and firms adhere to professional standards and regulatory requirements. It is responsible for establishing and implementing quality assurance review systems, monitoring compliance with auditing and accounting standards, and supporting continuous improvement in professional practice.

Ethics and Disciplinary Committee

The Ethics and Disciplinary Committee safeguards the integrity of the profession by enforcing ethical standards. It investigates complaints, conducts disciplinary proceedings, and recommends sanctions where necessary, ensuring that members uphold the highest standards of professional conduct.

Accounting Standard-Setting Committee

This committee leads the development, adoption, and implementation of accounting and financial reporting standards in Somalia. It works to align national standards with international frameworks such as IFRS, advises on policy matters, and supports the consistent application of standards across sectors.
